Specification 5 of the New gTLD Registry Agreement requires the registry operator reserve all geographic names at the second level as well as any subordinate levels for which the operator controls and issues registrations. As per the draft registry agreement “the country and territory names contained in the following internationally recognized lists shall be initially reserved at the second level and at all other levels within the TLD at which the Registry Operator provides for registrations”:

the World; and

the list of United Nations member states in 6 official United Nations languages prepared
by the Working Group on Country Names of the United Nations Conference on the
Standardization of Geographical Names;

Release of Geographic Names at the second or subordinate level (where managed and issued by the Registry Operator):
.HEART has no current or immediate plans to release any of the aforementioned reserved geographic domains. AHA commits to, in the event this intention changes in the future, first develop agreements with the applicable governments affected by any proposed release, then bring said agreements and a full plan for the release of said geographic names to the Governmental Advisory Committee and ICANN for their approval.
