18(c) What operating rules will you adopt to eliminate or minimize social costs?

Prototypical answer:

(i)
The .IMMO domain name allocation plan has several phases:
1. Reservation phase – Reservation of domain names for members of the real estate industry, ICANN and other Registry related purposes for dotimmobilie GmbH
2. During the Sunrise phase we are planning to allocate domain names on a first-come⁄first-serve basis for Trademark Owners to minimize social costs and time resources of registrants.
3. During the Landrush phase we are planning to allocate domain names on a first-come⁄first-serve basis to minimize social costs and time resources of registrants.
4. A defined list of Premium domain names will be allocated in a later phase.

(ii)
Since registrants of .IMMO domain names are primarily commercially active members of the real estate industry, we are not planning, at this stage, any cost benefit programs. It is expected that the most efficient cost benefit of .IMMO domain names derives from the added value of short, descriptive and intuitive domain name, from the expected ranking advantage in search engines and the distribution advantages in reaching target groups in more than one country with the same website.

(iii)
DOTIMMOBILIE does not plan to make contractual commitments to registrars. As of today estimates about future market and price developments will be purely speculative and therefore not reasonable. However DOTIMMOBILIE will comply with the rules for price increases set forth in the new gTLD Registry Agreement.
.IMMO domains will only be available through ICANN accredited registrars. The registry will provide non-discriminatory access to registry services to registrars which are accredited by ICANN.
Domain name registrations are offered for periods of one to ten years at the discretion of the registrar.
We will reserve the right to reduce pricing for promotional purposes in a manner available to all accredited registrars. Registry Operator reserves the right to work with ICANN to initiate an increase in the wholesale price of domains if required. Registry Operator will provide reasonable notice to the registrars of any approved price increase.
