18(c) What operating rules will you adopt to eliminate or minimize social costs?

Since all registrants of second level registrations must have the Required License and will not be made available to registrants outside of the Citadel Family, social costs will be eliminated.

Applicant will comply with Section 2.10 of the Registry Agreement, although there will not be any need to inform of any price increases since the only registrants will be members of the Citadel Family and will have the Required License in place.
