All members are established by the Chinese Constitution, laws including Organic Law of the National Peopleʹs Congress of the Peopleʹs Republic of China, Organic Law of the State Council of the Peopleʹs Republic of China, Organic Law of the Local Peopleʹs Congresses and Local Peopleʹs Governments of the Peopleʹs Republic of China, Organic Law of the Peopleʹs Courts of the Peopleʹs Republic of China and Organic Law of the Peopleʹs Procuratorates of the Peopleʹs Republic of China, or governmental documents and carry out public powers, including central and local committees at all levels and basic organizations of the Communist Party of China; the National People’s Congress, all local Peopleʹs Congresses and their Standing Committees at or above the county level; the central government, local governments at all levels, and their departments and agencies at or above the county level; the Supreme Peopleʹs Court, local people’s courts and special people’s courts; the Supreme People’s Procuratorates, local people’s procuatorates and special people’s procuratorates; the National Committee of the Chinese Peopleʹs Political Consultative Conference and local committees at all levels; central and local committees of democratic parties; and also other organizations that carry out administrative functions. All members use the Chinese language to carry out public duties.

2. The current form of the Chinese government organization community was founded on October 1, 1949. From the date of its foundation, the community performs the functions including national leadership, governance, legislation, administration, jurisdiction, legal supervision and political consultation, and will continue to exist and evolve into the future. The history of the Chinese government organization community can be traced back to Xia Dynasty established in 2146 B.C.

3. Today, there are approximately 400,000 organizations in the Chinese government organization community, with the majority located in China, as well as Chinese embassies and consulates in other countries and territories.
