18c. How will multiple applications for a particular domain name be resolved, for example, by auction or on a first-come⁄first serve basis?
o All domain applications will come from Gallup’s domain administration team. All conflicts will be resolved internally at Gallup.
• Explain any cost benefits for registrants you intend to implement (e.g., advantageous pricing, introductory discounts, bulk registration discounts).
o All costs from domain registrations will be considered cash outflows. As a exclusively controlled TLD, Gallup does not plan any cost benefits to encourage registrations and offset costs.
• Note that the Registry Agreement requires that registrars be offered the option to obtain initial domain name registrations for periods of one to ten years at the discretion of the registrar, but no greater than ten years. Additionally, the Registry Agreement requires advance written notice of price increases. Do you intend to make contractual commitments to registrants regarding the magnitude of price escalation? If so, please describe your plans.
o As an exclusively controlled TLD, Gallup will not charge for domain name registrations. Registrations will be administered by the domain administration team at Gallup. Therefore no considerations or contractual commitments will be made to registrants regarding the magnitude of price escalation. That will be handled internally.
