3 OPERATING RULES TO MINIMIZE SOCIAL COSTS
Verisign is committed to adhering fully to all of the standards and procedures in the Applicant Guidebook to ensure the stable, secure, and lawful launch and operation of .comsec.

3.1 Sunrise Period with Dispute Resolution Process

3.1.1 Resolution of Multiple Applications
Domain name registrations are processed on a first-come, first-served basis. We do not batch registration requests, so once we receive an initial domain name registration request, we do not process any other registration requests for that domain name. This policy is in effect for the Sunrise and Trademark Claims periods as well as for general availability post launch.

3.1.2 General Launch and Trademark Claims Service Period
Verisign also implements a Trademark Claims Service for 60 days after the launch of the general registration of domain names in the .comsec gTLD. The .comsec Trademark Claims Service complies with the requirements outlined in the current Applicant Guidebook as well as any final guidance to be issued pertaining to the operation of the Trademark Clearinghouse.

3.2 Cost Benefits for Registrants
Verisign does not intend to offer discount programs for .comsec at launch, but may do so at some future date.

3.3 Contractual Commitments Regarding Price Escalation
Verisign commits to notifying all .comsec registrars at least 6 months in advance of any pricing increase.

4 OTHER STEPS TO MINIMIZE NEGATIVE CONSEQUENCES⁄COSTS IMPOSED UPON CONSUMERS
Verisign has implemented extensive abuse prevention and rights protection measures, which are outlined in the response to Question 28, Abuse Prevention and Mitigation, and the response to Question 29, Rights Protection Mechanisms.
