18(c) What operating rules will you adopt to eliminate or minimize social costs?

The Applicant recognizes that launch of new IDN gTLD .ДЕТИ is a very responsible process. This is why the Applicant plans to implement the following operating policies to regulate terms & conditions of registration and⁄or use of second level domain names in .ДЕТИ to minimize potential inconvenience and disputes between interested parties:
The Sunrise phase will be mandatory in .ДЕТИ (as well as Trademark claims service, in accordance with the Trademark Clearinghouse to be approved by ICANN). During the Sunrise period, the following applicants will be granted an opportunity to register second level domain names in the TLD (in the below order, with a breakdown into sub-stages with limited application windows):
- owners of exclusive rights to a trade mark⁄service mark, provided the purpose of the domain name registration is consistent with the mission and purposes of .ДЕТИ;
- effective business, online and offline media directly consistent with⁄related to the mission of .ДЕТИ.
Where more than one application for a certain second level domain has been submitted during any Sunrise sub-stage, then that domain name shall be set for an auction. More details on Sunrise service are given in the answer to Evaluation Question #29.
Premium domain names will be made available for any applicant, provided the purpose of the domain name registration is consistent with the mission and purpose of .ДЕТИ. Registration costs will be higher during Landrush. Where more than one application for a certain second-level domain has been submitted during the Landrush stage, then that domain name shall be set for an auction.
Domain names are registered on the First Come First Served basis.
.ДЕТИ is an IDN gTLD where second level domains can be registered only using the letters of Russian alphabet (according to the .ДЕТИ IDN table). Whereas the Russian language is one of the most widely spoken languages in the world and in Europe, as well as the most widely spoken Slavic language the employment of the Russian alphabet in domain names will enable users leverage their opportunities to a maximum while choosing among domain names available for registration. The Russian alphabet boasts vast and diverse possibilities to pick a set of symbols as a domain name.
The Applicant positions .ДЕТИ as a non-for-profit project. At the same time, the Applicant does not determine a pricing policy in the RRA; so, final prices are left for Registrars’ discretion. The Applicant does not plan to enter into any direct agreements with registrants.
The Applicant plans to run certain marketing activities with a possible lowering of the registration fees for Registrars, or carrying out joint marketing campaigns with Registrars; however, it also planned to set most affordable and beneficial for Registrars tariffs in .ДЕТИ.
It is up to Registrars to offer directly to registrants various marketing activities and tariff reductions in the event of multi-year or bulk domain name registrations.
The prospective Registry Operator grants equal rights and conditions to all ICANN-accredited registrars who have entered into the Registry-Registrar Agreement for .ДЕТИ.
The initial domain names registration in .ДЕТИ is envisaged for the term between 1 and 10 years, but for no more than 10 years. A renewal of a domain name is envisaged for the term of between 1 and 10 years, but for no more than 10 years. This condition is included in the RRA.
The Applicant does not plan to raise Registrar’s fees over the initial three years.
Where the registration and⁄or domain name renewal fees are raised (including, inter alia, resulting of termination of any refunds, discounts, promotional sales and other price deduction activities), the prospective Registry Operator will notify thereof the Registrars in accordance with paragraph 2.10 of the Registry Agreement. The timelines of such notifications will be specified in the RRA and they will not contradict the terms of the Registry Agreement (they may be longer, but not less than the ones stipulated in the Registry Agreement).
As noted above, the Applicant does not plan to enter into any direct agreements with registrants. It is Registrars that will be engaged in dealing with them through a registration agreement. The RRA will also foresee the Registrar’s obligation to notify registrants of price increases in advance. Furthermore, the prospective Registry Operator will demand from Registrars to notify registrants in advance of price rises.
